Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are delivered from multiple capitals. Significant resources is expended on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track missile launches from Russian territory, a ability provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Soon after, a heavy machine gun fired at a drone in the vicinity, part of a mobile-fire group – almost certainly imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv greeted the early updates: several casualties, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on international aid – a dependence that regional partners are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.
Tactical Assessments
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unfeasible to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a entire defensive failure until conditions improve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
